"The death toll has risen to 19, from 15 yesterday. The dead include 12 Uzbek militants and three local supporters, three members of local peace committee and one Afghan shopkeeper," a security official said, adding, "The militants regrouped Tuesday night and torched two residential compounds belonging to Malik Saadullah(a pro-government tribal chief). He said that the severed head had been placed near the sack and a note near his body read "US spy" and "Rawalpindi", in an apparent reference to the garrison city housing the army headquarters.

The violence erupted in Shin Warsak, a village seven kilometres west of Wana in South Waziristan. Both sides fired rifles, rocket-propelled grenades and mortars at each other, residents said. “The situation is very tense,” said a resident of Wana who declined to be identified. “I counted 10 wounded tribesmen were brought to Wana,” he said, adding he had no idea about casualties on the other side. Nearly 50 people, including 35 foreign militants, have been killed in two days of fighting between the al Qaeda-linked militants and Pakistani tribesmen, Pakistani Government officials said on March 20, reported Reuters. Fighting broke out on March 19 in Shin Warsak village, 7-km west of Wana. "According to our reports 35 Uzbek militants and 12 tribal combatants have been killed," said a senior Government official, who declined to be identified. Among the dead were three children killed by a mortar bomb on their way home from school on March 19, a teacher said. "The children were getting off their school bus and some had started walking home when a mortar bomb hit," said the teacher, Noorzali, adding, some children were wounded. Military spokesman Major-General Waheed Arshad said the fighting was still going on and up to 35 people had been killed, at least half of them foreign militants and added that security forces were not involved. A battle between foreign militants, most of them Uzbeks, and ethnic Pashtun tribesmen erupted in the remote area near the Afghan border on March 6, when militants tried to kill a pro-Government tribal leader, in which seventeen people, most of them Uzbeks, were killed. It followed Government efforts to convince the tribesmen to help keep order and stop militant raids into Afghanistan. "It's a success of the government tribesmen strategy ... the tribesmen are fed up with them because they and their activities adversely affect their lives and business," Arshad said.

Two school students were killed and six others injured when their bus was caught in crossfire between local Taliban fighters and Uzbek militants in the restive South Waziristan agency on March 19, witnesses and local people told Dawn. They said that the bus of the Musa Public School taking the students to their homes came under fire at Jaghundai area near the Pak-Afghan border. It is not clear the bus was hit by bullets or a rocket. According to information, tension had been mounting between local Taliban and Uzbek militants in the past three days after the killing of an Arab militant. According to local people, Taliban leaders suspected involvement of Uzbek militants in the killing of the Arab national. A day earlier, two Uzbeks were killed and the Uzbek fighters suspected that local Taliban militants had carried out the killing, local people added.

Clashes between foreign al Qaeda militants and pro-Government tribesmen in South Waziristan have left 110 people dead, Interior Minister Aftab Sherpao told Daily Times on March 21. Sherpao said that 84 Uzbek militants and 17 local tribesmen, including nine civilians, had been killed during three days of fighting. Another 83 Uzbeks have been captured by the tribal forces, he said, adding that the Government has not intervened in the clashes. However, witnesses in Wana told Daily Times that the Army had fired artillery rounds from the Zarinoor base at the Uzbek militants’ positions in Azam Warsak and Sheen Warsak and gunship helicopters were hovering over the area. However, Army spokesman Maj Gen Waheed Arshad said he had no information that artillery was being used against the foreign militants. The report further added that Maulvi Nazir is leading the battle against foreign militants for the first time since they crossed over from Afghanistan after the United States invasion. The clashes were spreading from Azam Warsak and Kaloosha to areas like Karikot. Uzbek militants are being supported by key commanders of the late Taliban leader Nek Muhammad and they have taken control of a school in Karikot and all schools have been closed for an indefinite period, tribesmen arriving in Tank city from Wana told Daily Times. Security officials said the clashes began with the killing of Saiful Adil, an Arab fighter whose body was found a few days ago. "Maulvi Nazir supports the Arabs and suspected that the Uzbeks had murdered Adil," the officials said. They said that Nazir’s men attacked two private jails operated by Uzbek militants in Azam Warsak early on March 21, adding that the tribesmen killed more than 20 Uzbeks and rescued four local prisoners. Residents of Wana arriving in Tank city claimed that they had seen "Punjabi Taliban" fighting alongside Nazir’s men, but their claims could not be confirmed. Former Federally Administered Tribal Area security chief Brigadier (retired)) Mehmood Shah said the Government should take advantage of the situation by covertly or overtly supporting the tribesmen. Meanwhile, a jirga led by Muttahida Majlis-e-Amal (MMA) Member of National Assembly Maulana Mirajuddin is heading towards Wana to negotiate a cease-fire between the warring factions.

The North West Frontier Province Governor Ali Jan Orakzai said on March 23 that clashes between foreign militants and local Taliban groups were spreading to other parts of South Waziristan, and fighting over four days had already killed 130 foreigners and 30 locals, reported Daily Times. "Around 130 foreigners were killed and 62 captured, and the clashes are now spreading to other areas," he told reporters at Governor’s House, adding, foreign militants battling tribesmen in South Waziristan could still avail an amnesty offer if they surrendered to the authorities. Orakzai said there could be around 500 foreign militants still hiding in the area. Asked if the ceasefire brokered on March 22 was holding, the Governor did not give a direct reply. "The situation is volatile ... it is sill not clear," he said. He denied the Government was helping tribesmen eliminate foreigners from the area, as accused by a Taliban commander, adding, "The people of Waziristan have risen against foreigners on their own," said the governor. "They have realised that the foreigners’ presence is troubling the local population. They were asked by the tribal people to leave, but they started fighting." Earlier, Haji Omar, senior Taliban commander in South Waziristan, told a BBC correspondent, "Do not become a party to the conflict, otherwise we will sign out from the peace agreement we reached with the government (in November 2004)."

A security official said tribesmen overnight seized control of a school that foreigners were using as their base in Ghawakha, a town near Wana, killing seven Uzbeks. Another official said three tribal fighters were also killed and six wounded in the fighting. Residents said the militants also shot dead a local man who was travelling in the area on his bike. The latest clashes were concentrated in Azam Warsak, Shen Warsak and Kalusha areas of South Waziristan. Residents say between 300 and 500 Uzbeks and Chechens are holed up in the area. They said the Uzbeks were effectively under siege in the mountainous terrain as all roads leading to the troubled towns were being controlled by tribal commander Mullah Nazir. A tribal leader, Haji Sharif, ruled on March 29 out any negotiations with the foreigners.

"Fifty-four people were killed today (and) two yesterday. They include 45 foreigners," Interior Minister Aftab Sherpao told AFP, adding, "The fighting is going on … it intensified today after peace talks failed. Tribes are insisting on their demand that these people either surrender or quit the area." An aide to Maulvi Nazir earlier told Associated Press that local tribesmen had killed 35 Uzbeks and lost 10 of their own men.
